I also saw that all the "saved" files were all marked #183. I tried emptying the save folder and starting a fresh one, but that didn't seem to work. If Vortex is not finding them there, but you can see them with "Windows Explorer"/"File Explorer", then Vortex is not pointing to the correct location. If you have enabled "Steam Cloud" to automatically sync your files, then you also have the save game files backed up to Steam's Cloud Servers even if they have been deleted from the local disk. My save files are NOT corrupt. After time of gameplay, the "false save corruption" bug occurs, which makes Skyrim SE believe that all saves are corrupt. If I restart Skyrim, all saves load successfully. I have no CTDs to speak of, and the "false save corruption" bug doesn't occur that often. So I really and rarely have only 1 very minor issue. Use hard saves as you play through, not quick saves or exit saves. If you don't see enemies or NPC's showing up where they should, exit the game completely (to desktop, not just main menu), and re-load the game. If that doesn't work and you've used quick saves or exit saves to reload the game, start from the most recent hard save.
